Population Health was measured using a number of data variables, including: Percent of the population that is insured, age (% disabled, % over 65, % under 18), % of population below 100% federal poverty level, life expectancy, and a number of population health outcome measures (infant mortality, coronary heart disease, stroke, high blood pressure, cancer, obesity, chronic kidney disease, frequent mental distress).

Healthcare Resources were measured by the healthcare infrastructure (total hospital-beds-to-population), current physician workforce (primary care and specialty population-to-provider ratios), and workforce-in-training (first-year resident positions-to-population ratio).

The Overall Score is the composite of these two scores.
